Don't focus on the rating, focus on improvement. Keep practicing tactics, strategy, endgames, full board vision. Go over master games. Try to blunder less pieces. Then your rating will automatically go up.

This is where a chess coach comes into the picture. A good coach can show you how to study, what to study, and give you the material YOU need. Naturally, it takes time to use everything in practice, but you will succeed if you are relentless and persistent.![]()
You should learn the main principles in every area of the game (opening, middlegame, endgame). Don't focus on only one part! You should improve your tactical vision as well as it is part of all areas!
This is how I built my training program for my students. We discuss more than one topic during a lesson so it's always interesting and they can improve constantly. I give homework too and the right tools to make practicing enjoyable and effective!
Don't worry about your rating and the ups and downs! Just keep on playing and practicing!

I've been trying to reach 1200 recently, and sometimes I get really close, only to have my rating fall back down. How do I break through this wall?
You need to consistently analyze your games to find your mistakes. Lichess does this for free. I would recommend reading chess improvement books to help you train and find your shortcomings. "The Woodpecker Method" is a very good book to read. I was 1400 and dropped to 1298 and by doing one week of the Woodpecker Method, I reached 1500 blitz.
One mistake I fixed around your level was defending pieces with pawn. Even if the piece is defended, there are sometimes where you need to avoid them capturing your pieces but it ruins your pawn structure.

There is no wall. It's a cliff that you climb that gets somewhat exponentially steeper. The only thing holding you back is your own strength. There is no secret to getting better. Even if there was I doubt that you'd find it by asking strangers online. Just keep working and you'll get there.
Unless you don't. I don't know you and there's always the possibility that you just kind of suck at the game and will never get better, but that's highly unlikely, I doubt that's the case, and you should ignore this and focus on improvement.
By the way, how'd you like my analogy (or is it a metaphor?) with the cliff and stuff? I thought it was pretty good. I'm going to get an A in English for sure.
Get as good as a 1300. Then try to reach 1200.
(or just join arenas after you get underrated enough, I've gotten totally outplayed by 1200s in arenas)
If you really want to break 1200 just keep losing.
