Always be prepared to make a good move. That, I believe, is the fundamental bullet-necessary skill, especially if you are losing on the clock.
Anticipate what your opponent will do and plan your response before they do. Or devise a move that will be safe and effective regardless of what your opponent does. The more you practice this, the faster you will be. You won't always be able to move quickly, but you should try to do so as much as possible. Stopping and thinking is also acceptable; for example, if 10 seconds nets you material, it is worth 10 seconds (or more).
Aside from that, playing a lot of bullet will most likely improve your bullet skills. Especially if you are observing how you are losing and attempting to correct it. You mention that you end up with 0 seconds and your opponent has 30 seconds; however, you can elaborate on this (as one does if one is trying to improve in other time controls). What causes the time problem? For example, do you spend too much time on each move? On tactical maneuvers? Are you accumulating material but not converting it?

I don't play speed chess that much, but my advice would vary greatly based on the level of player I was talking to. If lower rated, then I'm more inclined to give advice pertaining to learning pattern recognition and calculation. If higher rated, then I'm more inclines to give advice on psychology and bullet-specific "tricks."
Since I don't know your bullet level (in rating or experience), I'll say something which applies to all levels. Learning basic endgames super well is helpful because you'll have to know them really well to convert under time pressure. If you know the Q+K vs K checkmate already, then I'd practice premoving it or moving really quickly with it. I made a short YouTube video on how to do it a while ago. In the video, I also give a short review for Q+K vs K checkmate for those who didn't know it before.

Yeah, that is why my post says it depends on their chess level and pattern recognition; most beginners and intermediate players would be better off under longer time controls they are comfortable with (not feeling rushed), so they have time to look for better moves, calculate and blunder check.
This is why I gave my generic advice IF they want to work on speed chess specifically (without knowing accurately where they are at in level, experience and pattern recognition).
