If you're asking players below 100 you should include black's last move.
There is only one solution that can be mate in 1, but If the last move was something like Bc7 (or anything other than d7-d5, including d6-d5), there is no mate in 1.
It's mate in 1 if the last move was c7-c5. Otherwise it's mate in 3.

How do you figure that? Tactics puzzles generally start with your opponents previous move. Literally go to "Learn>Puzzles" on this site and you'll get your opponents move first. Puzzle Rush same thing, other sites same thing, some versions even let you go back in the game so you can figure it out. Who said puzzles only work from a given position?
Since you know it is a mate in 1, and only e.p can hold that statement true, then you know that it must be the move.
