Article 16 – Castling and En-passant capture
(1) Castling convention. Castling is permitted unless it can be proved that it is not permissible.
(2) En-passant convention. An en-passant capture on the first move is permitted only if it can be proved that the last move was the double step of the pawn which is to be captured.
It’s odd if you think about it, by declaring it mate in one he did prove en passant was possible. i.e. If en passant were not possible there would be no mate in one, there is a mate in one, en passant must be possible.
As it has been pointed out, en passant can only be used in chess composition if it can be proven by retro-analysis that the last move had to be a double pawn move.
e6+ sets up mate but only after taking Black's pawn and Bishop blockers. As previously noted, en passant in this type of puzzle is a non-starter.
The argument that by stating mate in one would allow en passant is somewhat valid; however, given that so many puzzles and titles are so poorly constructed, it seems more likely that the OP made an error in the posting title or puzzle. (Did he really mean 100 or should that be 1000?) A more reasonable assumption would be that this far into the game Black's pawn would have already been moved to the given position.

1. Just realized I've been drawn into a 2019 time warp.
2. The notation for an en passant win would be exd6.
