when are you good at Chess ?

Imo there are 2 types of "good":

1) Good amongst outsiders - people who don't really play chess, but know the rules and the basics, consider you good. You typically crush everyone at family gatherings, or random people off the street, or random 8 year olds just learning the rules of the game.

2) Good within the chess community - people who play chess semi-regularly on sites like this consider you to be a strong opponent.

So imo, if you want to be good amongst outsiders, you'd need about a 800+ rating on this site. That's enough to crush random people off the street or at family gatherings.

But if you want to be considered good within the chess community (something like the top 25% of players on this site), you'd need around 1500+ rating here.

I realise that some people will consider these pretty low thresholds, but really think about it: if you're in the top 25% of people at any particular field (at your job, at a sport, at a game, etc.), that makes you fairly good at it imo.

In chess.com, reaching 75%ile doesnt require 1500, 1240 is enough in rapid and idk abt blitz

You are good at chess when you play an OTB tournament. You could be 2800 bullet or blitz on this site and I couldn't care less.

I would say that when you are in the top third of any rating pool that you are in, you are a good player.  Typically, that's a rating of 1300-1400.
