Is it something weird like b8=BLACK knight? That would be mate. Not legal in a real game of course, FIDE rules specifically state that pawns can only be promoted to a piece of the same colour.

 Who knows, what if the composer at that time was in the 1800's and there was no rule for that.

a) If the pawn moves, it will be taken by the king next move.

b) The rook cannot check the king, while the pawn does not move.

c) The king cannot check the king.

d) White only has those three pieces.

So there is no mate in one, except WillResignForBeer's solution.
