Considering the last moves could have been -1. Kb8-c7 a6-a7+ -2. Ka7-b8 a5-a6 and so on which makes Black to have the last move, by convention it's White to move, and so 1. b8=Q# or 1. d8=Q# mates. No draw here.
I'm pretty sure it's a draw if there's a White rook on a8 though, but still not a draw if the rook has been on e8.
