Its against the FIDE rules witch is used for most OTB tournements (at least in Europe), to take notes during a game of chess. Its even against the rules to write down you move (on your notepaper for it) at then move it. You may only write down the moves that has been done (+ checks and draw offers), both players time and things like tournement, players playing, their elo/rating and so on.

Would anyone really need notes in live chess? I mean with a 5, 10, or even 15 minute time limit I wouldn't think that taking notes would be necessary since you would be focused on the game. However, with online chess it's understandible that you might want to have notes on each game, especially if you're playing 1 week per move or so. It may not be so important if you're like me and don't play many games at once, but some people play dozens or even a hundred games at once, so taking notes on your strategy might be a very good idea.

usually while playing with more than one person we forget wat strategy we have thought.. but..in every game we have a place to write notes..we can write down strategic notes for our memory

really thats a stupid rule If I was a GM now Eroupe would the only place I would accept tournament invites too. Whats the point I could understan say if the game is 30min or below but for standard 40min and up it seems ridiculous.
