Mate in 2 indeed (any number of ways e.g 1.Nf3 (any) 2.Rh2# or 1.Qc5 (any) 2.Qg1#).
A wee bit overcooked.
I'm going to claim that the position comes from a Chess960 game and play 1.0-0-0#, as that is the unique mate in 1 and there is nothing in the position itself which suggests that castling is impossible (without looking at the FEN).
Does Nf3 work? because i can't see how black can stop Rh2# but knowing me i'm probably missing something.
