If White capture the Queen it is stalemate, if Kh2, Queen goes to f4, stille it is stalemate if White Queen captures, and else Black gives check again and again.

Yeah 1. Qc1 Kh2 2. Qf4 g3 3. Qxf2 and perpetual. Captures are stalemates.
