Not exactly sure what you are suggesting here. All rated games on the site that have a sufficient number of moves (4 I believe) get rated when they resolve (resignation, draw, checkmate, and win/loss on time).
Unfinished games should count for rating

What do you mean by unfinished games?
If someone abandones the game, the other automatically gets the win and therefore the points, too.

You mean a move by move rating? ie ur rating changes during the game based on the strength of each move vs 'best' play?
