Wouldn't that depend upon what development was inferred and what is meant by chess? Are you referring to the Valencians around 1475? Lucena, a bit later? Alphonse X and the Castilians back in the 13th century? Ziryab in 9th century Córdoba? Much of the development of modern chess occurred in the Iberian Penisula, but it would be hard to ascribe it to any individual.

The Chinese invented Xiangqi, that's for sure. I'm not sure I'd call it chess though.

It appears the that mostly from India initially, but perhaps with a bit of Chinese spice, then influenced quite a bit by Persian culture, before its final few tweaks were from the various European cultures.
I prefer to say that it has a sole creator, like all of the other good and perfect things I have found, whether man is given credit or not. Many people abhor change and I find, often two minds are better than one, as I have yet to find a perfect human mind in my lifetime.
After all, if you invented a game and first few people who played it with you couldn't beat you at it, they likely want to change the way it is played to suit themselves, or to try correctly quirks you overlooked.

I remember watching a chess documentary when after being asked: "who created chess?"
karpov said something like: "well... we don´t know, it could have came from other place"
and kasparov said: "of course, it was clearly humans".
