900 tougher than 1100 ?

I recently dropped my rating to 900 after being 1100 for a bit in blitz. I found that opponents in the 900 were much thougher than I expected, sometimes felt like I simply couldn't do anything, even after analyzing the games I didn't know what I could've done better... now climbed back to 1050 and it feels normal again. Are there more cheaters at a certain level ? I know 1000 blitz isn't high at all but just wondering
