The difference between brilliant and best moves is that best move is move that brought most positive impact in the game. Brilliant move is a move that is forcing your opponent to respond accuretly otherwise game outcome is settled and brilliant move is usually move that human brain would not consider at first but after careful analysis of position.

Today, brilliant moves are always sacrifices. Best moves are the top stockfish move. Brillaint is sometimes the best move, but it must be a sacrifice. It is typical for a sacrifice to be marked brilliant, while it is like the 2 or 3rd best move.
