Bugs I dont understand

It is a repetition of position, not a repetition of moves. Take a look at the board state after each move that results in a repetition - they are identical. It doesn't matter how you get there, no progress has been made by either side.
Of note, for two positions to be identical, not only must the board look the same, but the same possibilities must also exist - if a player is allowed to castle in the first instance and then they move the king, then the second instance would not be a true repetition. Similar is true in the case of en passant being available in the first instance.

Yes, the official chess rule regarding repetition refers to positions being repeated three times, not to moves being repeated.
You can draw by threefold repetition without repeating a single move... as long as the position has recurred three times with the same player to move each time.
