no. it is easy to see that in a bullet game Kulinarist might have just seen 20...Qb6 as a way for black to save his rook and missed the Qxf7 threat. Kulinarist just didn't see Qxf7; that's why he continued with his kingside attack. You are implying that Kulinarist played strong until move 20 then said to himself, 'ok he's where I mess with the guy by playing a blunder missing a key threat to let the guy win and let him think he actually beat me.' I don't know why you think a titled player would do something like this. Even titled players in simuls don't let people win just to feel good.
