Dusko-Reinhard, 2000 game: Why not 13.d6 = checkmate in next move?

Whats wrong with the move 13.d6 thereby looking for checkmate (14.Qxf7) on the next move?
The was a "Dusko Pavasovic vs Reinhard Koemetter" game, 2000

 black will play Be6 and will be a queens change ,with an advantage of R piece .so move 14 of checkmate will be impossible

I think 13.d6 is an excellent move despite 13....Be6 !
