why is h4 brilliant

The Brilliant move classification can be a bit wonky.

Even though h4 in that position is practically forced, the move still meets the criteria: it is the best move/nearly best move in a position, and it "sacrifices" material.  Playing h4 allows the knight to be captured so the algorithm is considering it some kind of material "sacrifice".

It weird that before a update of the game review I looked at h4 and it brilliant but now it is just a best move.

"Best move" is the best move according to the engine. Needless to say, playing the best move is very good.

Conversely, "brilliant" is just a meaningless gimmick invented by chess.com. You should not care about that at all.
