It is completely drawn as there are no pawn breaks. If you ever were to offer a rook, black doesn't need to accept it, as that would result in a loss. If you change the rook to a dark squared bishop, there is potential in the position, but this will depend on king positioning and which pawn you sacrifice the bishop for.

Actually you can sacrifice the bishop against ANY pawn (a5,c5,e5,g5), put the rook behind the created passed pawn, and just play a waiting move as soon as Black blocks it with king. A trivial win.
