I then decided to do some exchange by 20. g3 hxg3 21. hxg3 exd5 and then lost to computer.

2 questions;

What would be good strategy to set up a win?

Alternatively, Did I waste my time with my moves 20 and 21 and should have pursued another strategy?

See my analysis above. I think you didn't follow opening principles and could have played the opening better. However, you ended up in a great position anyway because black was particularly poor. 

Really your strategy should have been to blow away the centre as soon as possible and expose the black king.

Your strategy of opening up the h file to get your rook into play there was not terrible. Not clear how you lost from the position after 21 moves.
