See the position after move eight
The pawn formation is almost symmetrical but white's only developped piece is f3-knight whereas black already has both knights, e7 bishop in the game and he also has castled. So basically black is three tempis ahead in otherwise symmetrical position which should mean sizeable advantage. White must remove the king from the centre as quickly as possible so 9. Be2 (or perhaps 9. Bd3) and 10 0-0. 9. c3-c4? makes things even worse as it wastes further tempo and also opens the position which should help better developped black pieces.
By the way as far as I know Ponziani arises after 1. e4 e5 2. Nf3 Nc6 3. c3. 2... Nf6 3.c3 is something completely different.
