I believe the point of f5 is to place the knight on f6, and push g6 and e6.  By pushing f5 first, the Nf6 doesnt block the pawn.

And not being a d4 player, Im not super sure, but I might play like a reversed sicilian, with Nc3 then e4?

 

Nf3 seems much safer though

it is called dutch defense, 2.c4 is pretty standard
