"Closed" by inactivity is not the same as "deleting." That gray icon with the x in it shows they closed their own account due to inactivity, but it is easy enough to reopen it in the future if they want.
The ones which are more serious are the accounts with the red icon (circle with diagonal line through it) as those accounts were closed for something more serious by chess.com Staff/Mods (usually those are closed for violating Fair Play or for Abuse).

No, that is "inactive" and inactive accounts can become reactive again simply by logging in. They may be back.
