I was Black.
It looks like White should resign and he did, but there is a defence that would have given him a fighting chance.
1.Rc1 prevents severe material losses, although I think that Black is still winning after 1...Rxe4 2.Rxa1 Rc4.

I think that I may have continued that way, although Stockfish thinks that 1.Rc1 Qb2+ then taking the a pawn is better. (Exchanging rooks instead of queens would be a draw.)
The 1...Rxe4 is rated -1.5 for Black. 1 ... Qb2 is rated -1.65, 1 ... Qxc1 would be a draw.
I am a 1550 player playing against a 1750. By resigning my opponent has guaranteed me at least tying with him for qualification for the final round of a tournament, so I feel sure my opponent. missed the defence. It would have certainly been worth playing Rc1, if just for the kudos and the possibility of 1 ... Qxc1 =

I briefly dismissed 1.Rc1 Qb2+ because of 2.Qc2, but it seems that 2...Qd4 3.Kf1 h3! is extremely tough to meet.
But anyway, I'm pretty sure the rook ending is won for Black in either case.
