Rook and Pawn

I've been hainvg problem in rook and pawn endgames even when the material is even. I think part of the problem is that I get to passive being worried about his rooks ability to check me instead of using my rook more agressivly but I'm not sure. Here I end up basically giving away the game with an ill timed exchange. Generally speaking what should I be looking to do in a rook and pawn end game? Or is that question too vague? Thanks.
