Honestly? Not much. This position is so "closed" that the position is equal with little way to make progress. Neither side can easily break through. The best way is to avoid letting the position get this closed in pawn structure. Exchange some pawns before it gets to this point, so some files and diagonals open up the position for your pieces.
If in this drawish position and you must try for progress, then my plan would probably be like Kh2-Bf2-Rg1 and try preparing g4 with the pawn to trade and open up the position, but if black defends that threat, then white still won't make progress here and if they over-push, then white might even be worse.
