Why was this a draw and not checkmate?

The chess.com (USCF) definition of checkmate is: 

A player’s king is checkmated when the square it occupies is assailed by one or more of the opponent’s pieces and the player has no move that eludes such attack.

The ways in which a check can be responded to are: 

Check is parried (a player gets out of check) by capturing a sole checking opposing piece, interposing one of the player’s own pieces between a sole checking piece and the king (not possible if checking piece is a knight), or moving the king. The king cannot parry check by castling.

In the following position, there is no piece parrying a check, and there are no legal moves for the opposing side, and thus the game concludes into a draw via stalemate.

If white had a rogue pawn they could move, since the king has no safe squares, then that pawn would HAVE to move and black could play either Rh6# or Ne5# on blacks next turn
