Another Vienna Miniature

I've seen this strange line (3... Nc6) tried against the Vienna Gambit a few times now. It's sort of like a Halloween gambit without having to give up the Knight.....

Am liking that. 3...Nc6 is definitely not good.

So in short, one can determine- don't play 4. Nc6 to retake on e5?

Why doesn't black play 8. ... Bc4 ? It allows a later Ne7 and trades the pins the knight. It also looks like d6 at some point is better for black than f6?, which exposes  his king. on the kingside, where he cannot defend with his light squared bishop.

I really haven't seen this line, so I'm not sure what black can do to catch up in development, but I'm pretty sure this game is exactly what he should not do.
