I think you should join your local tournament whatever is your online ratings. Don't care about the results, just enjoy the experience.
Define what you mean by really strong. Top 1% of players in the world? If you are sitting about 1700 in Chess.com you are certainly in the top 10%. See where you sit on this graph http://www.chess.com/livechess/players?type=Standard
If you have a local club I'm sure they would be glad to have you join.

I would not equate percentiles here with the World. This site is overrun by casual players.
I'm barely in the top 12-13% in my state, top 8-9% in the United States, but with the exception of bullet, I'm in the top 1-2% on this site.
Even so, the number of strong players here is impressive. For example, in blitz on the free chess server, I'm in the top 800 or so (top 5%). Here I'm in the top 1.5%, but there are 22,000 players above me.

I think, you should try to join to the local tournament. You are advanced player and you can play otb chess. Of course there is a lot of differences between on-line chess and otb tournaments (psychology, chess clock, different looking board). My suggestion is: try to play a couple of rapid tournaments (15-25 min per game). Good luck and have fun. Enjoy your otb chess.
hi. i start play chess and learn for. 3 years 3 months..my 15 /10 rating is 1650 for now in chess.com without cheat and play about 3000 game...what rating should i have to earn for become real strong for win in local tournament....any suggestion will help ..thanks
