2 rooks vs 3 minor pieces

I would honestly prefer rooks, but they would have to be very careful with forks and pins. The point is, that if only one minor piece is remaining, it can't checkmate the king, but if only one rook is remaining, it can.

How would you be able to get rid of 2 pieces for a rook though? with a pawn as well, the pieces have to be better, but with equal pawns (and potentially a queen) it wouldn't be rook vs bishop/knight, but it would be 1/2 bishops + 1/2 knights vs 2 rooks and there isn't a clear way to get rid of 2 pieces for a rook
Which is better, 2 rooks or 3 minor pieces? I understand that it would be 10 vs 9, but does good coordination make them better? If you still think they are better, what if you add a pawn to the pieces?
