Not sure what the parameters are, but it should only be one move. After white makes his first move, there should be no aborts allowed. Otherwise, if a player doesn't want to play against a certain move, he could just abort every game that starts with d4 or e4 or whatever. I did have someone abort a game against me, after I played 1.Nf3 though. It pissed me off.
3 move game abort

There was a thread several months ago about someone abusing this abort feature in bullet. As white, they would premove d4 and Bf5. This would leave white's bishop en prise if black ever chose to move his e-pawn. However, considering the bullet time controls and since the move is so unexpected, there's a chance that black would miss it completely, responding with logical opening moves and allowing his queen to be taken by the bishop. If black catches this and captures the bishop on the second move, or he doesn't move his e-pawn at all, white aborts the game and starts over without consequences.
I'm not sure if they changed the rulings on abort since then.
EDIT: My bad, they have that whole "fair play policy" now to prevent all that nonsense.

If I make a single move, I'm honor bound to finish the game.
The way the "Start Game" and "Join" buttons are set up, I'm not always sure I'm locked into a game or not. So far it hasn't happened. The things I've joined I didn't want to join I've been able to withdraw. So it's working for me.

I am not asking about the pros or cons of the function. I just want to know the specifics of the function if anyone knows them with certainty.

I've had people abort when I start with the English. Joke is on them though because I'm not very good.

To answer OP's question, if you resign at any point in a rated game, you will lose points as if you lost the game. However, if it is early enough in the game, the option to resign would be replaced by the option to abort (instead of a "resign" button, there would be an "abort" button). Aborting games does not alter one's rating, but aborting games has its own consequences as covered in the fair play policy.
I'm pretty sure the option to abort is available until the 4th turn of the game, unless they changed it within the past year. Also, I have no idea how the "abort funtion" would work OTB, in case that was what you were asking about.

I did that, I joined what I thought was a 5 min tournament and it was a 1 minute tournament and it was seconds away so I was locked in! I had never played a 1 minute game in my life! But I came in 7th out of 20 in my class, and learned something to boot. In real life I never knew or cared who sat down across from me to play a game, I've played 2 GM's without knowing it till afterwards. I can be teacher, player, student within 10 moves and it works for me here too. Just be careful with those buttons!
I thought either player could resign from a game without ratings penalty if the game hadn't proceeded beyond 3 moves. Does anyone know if this is true or what the exact parameters are? TIA
