3 times moves repetition not always a draw in blitz !? True or False?

I'm talking about strictly about OTB chess here and only blitz chess.

I've encountered some situations, where both sides repeated position 3 times and one of the sides claim it was a draw and another side said in blitz it's 5 times not 3 times and continue playing.

Another situation were similar where both sides already repeated 3 times and also told his opponent, that it was a draw , but opponent said something similar like "it's blitz so more then 3 times is fine PLUS no arbiter is here so no one counts " and continue playing. 

So what is an actual rule for that or how to behave in this situations ?  

Of corse it's easy if arbiter is next to you or you called him while ago so he can see everything and draw the game , BUT what if there is no arbiter at ALL ? Then what?

3 times same board position, regardless of move sequence is a draw in all time controls. Not 5.

Still, it's up to one of the players to claim the draw.

Did you read my post above?  How do you claim the draw?  If no arbiter near
