5 second increments in 3-2 format?

Someone has probably asked before, but I could not find a thread discussing the topic. When playing 3-2 blitz, it seems that some opponents get 5 second increments instead of just 2 after each move. I think this is unrelated to my internet connection. Also think that pre-moves do not lead to this. Anyways, just curious.
