Does loss of en passant right restart count of 50 moves for a draw claim?

No. The move after, where en passant could be performed, would be the start of the count though. Since the rule is 50 moves without a capture or pawn move.

Have there been any recorded games whose outcome hinged on the rule that 50 move count starts from the pawn move, not the loss of en passant right/s half a move later?

The rules state that a pawn move resets the 50 move count. As does a capture. So any game where someone is tracking moves to try and claim that draw have to start counting again once a pawn is moved. 

 

In other words, the moves and captures count on that rule, not other board states or possible captures. 3-fold and 5-fold repetition, things like en passant and castling rights matter.
