In many of their ratings chess.com uses a Glicko style system in which results during a period where you are not playing much are weighted MUCH higher than results when you are playing a lot. I don't know that they do this with Puzzle Rush, but maybe?

That your last 10 could result in an average of 20 seems impossible.

My average has dropped a lot as well. It can't be taken over the last 10 attempts, because my average is now 13.84, but I haven't gone below 16 in my last 10 games. Perhaps it has something to do with the frequency of playing; in the last few days, I switched to playing Tactics more than Puzzle Rush; it seems unfair to penalise you for not playing it, though. I didn't realise this was happening to everyone, so contacted them a couple of days ago about it and am waiting for a response.

Same has happened to me as well, from 21-18. Although i'm slowly building it back up.
Yup, hasn't been solved yet.
My rating went from 20.48 to 20.50 after 10 more tries, give or take. They weren't great tries but all of them were above 20.
What's going on?
My average changed without any attempts at all, so perhaps there is a time factor as well. I remember quitting my last few sessions all with an average of 30.something and before I started playing again today, it was 29.4x. Unfortunately I don't remember what x was.
Today I went 30-31-37-32 in my 4 attempts and it's now 29.43 as I write this.
