This has been going on for a year or so, when some corruption scandal involving the Bulgarian Chess federation caused them to be excluded from FIDE. If you did move to Bulgaria and adopt that nationality, you'd play under the FIDE flag. Still behind Topalov, sorry

So are a bunch of other countries also involved in similar scandals? The numbers for basically all of the countries at the bottom of the list are highly unrealistic.

Let me remind everyone that Veselin Topalov is Bulgarian. The same list indicates that the country has 6 titled players, including 2 GMs (is the other one Cheparinov or Stephanova?) and 3 IMs (plus Ivanov?). Meanwhile, the average rating of the top 10 players in the country is apparently 1505. So... I guess if I were to move to Bulgaria, I would be the 7th best player there?
The list, by the way, also says that Macau has 11 titled players, and the average rating of the top 10 players in the region is 1422. Apparently the people who complain about FIDE giving out titles too casually nowadays have a point.
