For the past two years, a (smallish) USCF tournament has shown a second section where one player (the same each year) has wins against the four lowest rated players.
The first section is reported accurately and reflects the actual tournament. I know that there are games shown in the second section that never happened and suspect that the entire second section is a fraud.
The TD was the same each year.
To me, this smells pretty bad, but the USCF FAQ says that only the reporting TD can issue corrections.
Advice is welcomed.
I've never gotten involved with anything like that. You might consider just asking the TD about the situation to see if you get a believable answer. Get as many facts together as possible before pursuing the issue.
If you decide to pursue the issue - Chapter 7 of the USCF rule book discusses tournament director (TD) certification. In Sections 48 to 55 of that chapter, it mentions that any allegations of offenses will be investigated by the TDCC (Tournament Director Certification Committee) or the Executive Director. I guess you'd have to start by contacting the USCF business office.
