I mean winning on time is a part of bullet and it means ur opponent is playing better but they are also spending more time

speed becomes less of a factor as elo goes up. After about 1900 it's more important to make good moves than move fast although you still have to move fast

time can be used as an ally and sometimes is an enemy. what is important is to make sure you are doing the right moves at a quick speed like FrancisWeed said

if you think your opponent is thinking way longer than you are, you can spend more time thinking so that you have about 5 seconds in time advantage, this can help your position as well
