Well some people argue that only 2700 rated people and over are professional players, as below that, they usually need to do other things to sustain themselves. IMs can't live of tournament winnings.
In any case, in order not to get stuck in this debate, even if her view is slightly off for some prodigies, it is pretty close to the truth generally speaking.

I would argue that the question itself is intended more as a joke, so trying to determine what is sensible is not really a serious endeavor either.

A professional is someone who can live from the task in question alone.
A semi-professional is someone who generates income, but not sufficient to live from it.
A n00b is someone who is basically brand new.
There are many steps in between, especially in chess. Its super hard to live from chess because there isnt much money available from it, at least not here in the west.
