The chess.com app can kind of do that. Play vs the computer and make both players human. Probably turn off auto board flip too.
I use Scid on the Go for my tablet to notate games at the club and it could be used in such a manner. I know there are other apps that would likely work I am not familiar with most of them.
Chess Genius (Android) will do it. As Martin says, you set it for "Two Player" and it will allow you to make all the moves.
If you want to start from a specific position, you select "Set up position" from the menu. It's a bit tedious to fat-finger every piece into position, but it works.
I'm sure there are other chess apps which will do so.

I am studying openings and endgames and I am looking for an Android App to follow my books. I would like to play alternatively (is this an english word ? I am french...) black and white and to introduce position for endgames for instance, not to play against an IA machine. Do you know such an App ?
