Offer real money for winning online chess games, and you're guaranteed to run into a lot of cheaters.  If people will cheat online just for bragging rights, they'll definitely do it for money.

Unless there's a penalty were cheaters have to pay triple or so all they won plus pay double to those they beat then it wouldn't be a active website at all

I'm talking about a effective punishment not a method to prevent cheating except for the fear the penalty will have for players to not cheat at all. Also paying $1000 for those who have cheated once.

That's great if you can enforce it, but what if the offender doesn't have any money to pay the fine?  And then what if they just refuse to pay?  How are you going to enforce the fine?

There are real laws to websites like that where a person must pay. It's on a few poker websites someone can do the same for chess

No, your opponents could be using some configuration of the Rybka Cluster remotely.

1) There are no 8 core models out currently. Only 4 cores (8 threads maybe you are thinking).
