Arbitor power question

I was playing in a tournament recently and was involved in a situation I've never heard of in chess. My opponent wasn't at the board and I waited for about 3 minutes when both an arbitor and the CA came and told me that they would have to pause the clock to give my opponent a 15 minute medical timeout as he was bleeding (nothing major apparently just a cut). They both told me that according the FIDE handbook that this is allowed and said an arbitor has the discretion to do so. When I came home and checked the FIDE handbook online there was no mention of an arbitor being allowed to pause a clock. After talking to two IAs they had two different responses. One said it is a grey area and though not common an arbitor can do so, another saying it is completely against the rules for an arbitor to pause a clock without the permission of the opponent for medical reasons (obviously this isn't the case I'll assume if it is life threatening). The result of the game is not in question, I'm just curious if an arbitor has the discretion/power to pause a clock for medical reasons that aren't life threatening.

Regulation 12.2 f says, The arbiter shall ... f. take special measures in the interests of disabled players and those who need medical attention."

I would think that gives them the ability to pause the clocks if they feel it is needed.

Well how would FIDE react towards revising their 'Little Black Book' if we were to put that arbiter in the hospital via shoving a broken 'Flames' NHL hockey stick up his arse! - huh?
