Well, you said it. No need for me to repeat your words. 
In most aspects of human activity outliers are males. So it is obvious that in most areas the best males are better than the best females. Conversely, the dumbest man would probably lose at chess to the dumbest woman. And I would pay to see this match.
Imagine a game where every single move by both sides would be analysed as a blunder. I wonder if anyone's ever tried to do that- for both sides play the worst game possible. Would probably take a bit of skill to pull off.

This, exactly. Women are underrepresented because they just tend to be less interested in the game. If an equal number of women and men played chess, you might see that the top players would be a mix of men and women.
well, I'm not 100% convinced if the same population of women and men played that the top would be very mixed as well. I still feel like men would dominate the top rankings, but it would mainly influence play below that level I feel the most, and there'd be much more female experts, IM's FM's.
But yeah the main variable here is the population of men compared to women in the chess world. I refuse to fall into the the trap of thinking men and women are the same, and I feel the same applies to the brain. of course they will be similar but there will also be obvious differences. Whether or not those differences affect chess remains a mystery to me personally as someone not well versed in that area of study.
But who really cares. Women have every opportunity to play. If they choose not to, that's their choice. no ones being abused on the topic of chess, let's just enjoy the board game.
We are very much in agreement. Note that I did say there might be a mix of men and women atop the rankings, but no one can be sure of that unless we saw that situation actually happen. But yes, there are differences between men and women and there's nothing wrong pointing out that fact. Men are better at some things (in general) and women are better at others.
eg. cooking
The majority of the most decorated chefs in the world are men. (It is understood that there are more factors in this ranking system than just cooking skill, but still.)

Ironically, yes. It is indeed a bit bizarre that a profession that society sees women superior at is still nevertheless generally surpassed by the opposite gender in terms of skill. It really seems to me that men outperform women in three times more sports than women beat men. Probably because women are more fragile than men and they aren't necessarily made for sports.
Except for soccer. God, the U.S. men's team is so bad.
I think it's because chess is a game, and not something necessary. Men put a lot of value and effort into things that are not necessary. Women tend to focus on things that are more important. I know I'll never be great at chess, because for me it's just recreation, it's not important. I just think men are a lot more likely to take chess seriously.
