umm im 400 rapid and I have a puzzle rush score of 25 is that good?

That's based on my friends' scores on chess.com
The following is indicative according chess.com puzzle ratings (these mumbers are likely more accurate than your friends-based formula that deviates especially for lower- and higher end ratings):
10 = ~600 rating
15 = ~950 rating
20 = ~1200 rating
25 = ~1450 rating
30 = ~1700 rating
35 = ~1950 rating
40 = ~2200 rating

Puzzle rush scores are t;ypically much higher than time-based scores.
(Puzzle rush scores are approx. 50-100% higher than time-based scores; this applies especially for the 3-min personal high score which is expected to be well below the 5-min personal high score)
