Are the ratings deflating?

It seems to me that people have really improved in the past 2 years, especially in the 1300-1600 range. Just 2 years ago 1300 would drop pieces left and right and need ages to find tactics, now they seem to be playing much sharper and faster. Do you think the general playing strength has improved and the 1800s from today could crush 1800s from 2 years ago? I havent played much in past years, but i know for sure i havent become worse of a player, and yet im having trouble reaching my old ratings :) gimme your best opinions on that!
