Are there any consequences for stalling games? (yet another thread about it)

It happens to me every 4th or 5th game but it kinda feels like every other game. They are in a losing position. They either wait out the timer and lose on time or resign at the last second. I always make a report after these games. Sometimes I get a message from chess.com about them having taken action, but what actually happens? Temporary ban? Restricted to playing others like them? Either way it doesn't seem like it's working. Also, the abandon timer doesn't work, it goes down to zero but they're still in the game. Getting really tired of these people.

Yes, there are real consequences. If they abandon more than a few, they get a sportsmanship restriction.

People post here complaining about the restrictions and asking how long they last.
