I was in a game with a North Korean and I was just starting to question if they put their flag as that as a joke or if they allow chess.com in their country if so I would assume they would have to be a powerful person in North Korea to be able to use it

There really is no way to tell. They could just be players who thought it would be fun. They could have a special dispensation from the leadership.
