A 200 rated player might consider an 800 rated player "good".

A 2000 rated player would consider an 800 rated player pretty bad.

So what is "good"?

Maybe... your own rating plus several hundred points?

@blueemu is right, rather you think a rating is good or not is just subjective.

I would say 2000 (OTB) qualifies someone as being "good" at chess.

Not necessarily "great" - but certainly good.
