At what ELO is one considered to no longer be a novice in chess?

Feel the question is self-explanatory. At what elo is it expected that a player is no longer someone who you just need to wait out and who if you wait long enough will just blunder and basically defeat himself for you.
Is it 1000, 1200, 1500, 2000?
