At what point does % of draws increase?

At the Elo I am at, draws are a rarity. Draws happen when both sides play the perfect moves, which naturally doesn't happen at the level I play. Someone always makes a mistake and there is a result. Draws are a rarity.
Sure one could always agree to a draw and that does happen but even so the % of draws is very low. Of the 1257 rapid games I have played only 43 have been draws.
So at what elo do draws start to rise to the point that draw is almost as much as a player winning.
